BRRWD Signs Whiskey Creek Enhancement Construction Contracts

At their June 28, 2021, regular meeting held in Barnesville at 7:00 PM, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), authorized signature of the construction contracts for Phase 1 of Project No. 81, Whiskey Creek Enhancement in Wilkin County, with Ehlert Excavating, Inc., Wahpeton, ND.  Phase 1 of the project will begin in Sections 9, 10, and 15, Connelly Township, Wilkin County.  The Whiskey Creek project is a cooperative undertaking between the BRRWD, the Minnesota Department of Natural Resources (DNR), the Minnesota Board of Water and Soil Resources (BWSR), the Natural Resources Conservation Service (NRCS), and the Wilkin Soil and Water Conservation District (SWCD).  The purpose of the project is to restore the channel hydrology and habitat, incorporating both natural resource enhancement and flood damage reduction benefits.  The project costs will be financed by the BRRWD, a BWSR Clean Water Fund Grant, the NRCS National Water Quality Initiative, Minnesota Pollution Control Agency Section 319 grant, the DNR stream habitat program, and the United States Fish and Wildlife Service Great Plains Fish Habitat Partnership Grant.  The local share of the project costs will be raised through the implementation of a watershed management district (wmd) fee, assessed to the landowners benefited by the project. 

Other Business included: 

  • Reviewed the BRRWD’s 6/28/21 financial status report. Cash on hand is $2,587,069.96.  Income received since the 6/14/21 meeting totals $18,750, and for the year, totals $2,629,541.44.  Current Account Receivables collected this month total $455,780.37, and to date, Account Receivables total $14,327,118.21.  The Board approved bills totaling $19,721.76.

  • Approved permits to Chris Watterud and Daniel Froslie for a joint tiling project in the W½, Section 11, and the S½, Section 2, Tanberg Township, Wilkin County, outletting via a natural waterway to an area wetland in Section 3, Tanberg Township, subject to our standard tiling permit conditions, and to work with Wilkin County and the railroad authorities to clean the waterway, according to the approved SWCD grade elevations.

  • Approved an Amendment to the Findings and Order for the Whiskey Creek Enhancement project to remove the northwest corner of Section 1, Nilsen Township, Wilkin County, from the project’s wmd assessment area.

  • Authorized the staff and BRRWD Attorney Tami Norgard, Vogel Law Firm, to work with the City of Moorhead to move forward with the process to transfer BRRWD ownership of the Oakport Flood Mitigation project to the City.

  • Authorized hiring a contractor to remove dead trees on the Wolverton Creek Restoration project right-of-way along the channel in Section 10, Wolverton Township, Wilkin County.

  • Authorized signature of the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant documents for the flood damage repairs in Section 2, Barnesville Township, Clay County, along 170th ST north of Barnesville. The documents affirm that the BRRWD is a sub-applicant for the FEMA grant and work already completed can provide the 25% grant matching funds, reducing costs to the Township.  The Township will be responsible for the repair work costs outside of the project area not covered by the FEMA grant. 

  • Approved the 2020 BRRWD Annual Report.

BRRWD Approves Staff Transition

At their June 14, 2021, regular meeting held in Barnesville at 7:00 PM, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), considered a Staff Transition Proposal that the Human Resources Committee presented at a Special Meeting held at 5:30 PM prior to the regular meeting.  After discussion, the Board unanimously approved the proposal to transition the Houston Engineering, Inc. (HEI) office staff to BRRWD employment. 

Other Business included: 

  • Approved the BRRWD’s 6/14/21 monthly financial report. Cash on hand is $2,872,109.47.  Income received since the 5/25/21 meeting totals $517,860.71, and for the year, totals $2,610,791.44.  Year to date Account Receivables total $14,327,180.21.  The Board approved bills totaling $303,789.51.

  • Approved permits to Ray Johnson to install pattern tile in the SW¼, Section 18, Morken Township, Clay County, outletting via a lift station in the southwest corner through the township road to Clay County Ditch (C.D.) No. 49; the City of Barnesville for the installation of utilities, paving, and grading for Phase II of the Barnesville Commercial Park Condo project, including a new stormwater pond installation along 4th AVE NE; Todd Klein to install pattern tile in the SE¼, Section 24, Roberts Township, Wilkin County, outletting via gravity directly into Wilkin C.D. No. 29 and for pattern tile in the NE¼, Section 15, Nordick Township, Wilkin County, with a gravity outlet via the township road ditch to Wilkin C.D. No. 6A; Ronnevik Farms for random tiling in the SW¼NE¼, Section 27, Oscar Township, Otter Tail County; Matt Jennen to add additional laterals on an existing tile system in the W½, Section 19, Carlisle Township, Otter Tail County, outletting to Otter Tail-Wilkin Judicial Ditch (J.D.) No. 2; Jordan Blaufuss to install pattern tile in the SE¼, Section 6, Sunnyside Township, Wilkin County, outletting via a lift station/culvert through the township road to Wilkin C.D. No. 2; Spring Prairie Brethren, Inc. for a permanent stormwater management system for a private rural development in the NE¼, Section 15, Spring Prairie Township, Clay County, outletting through a series of settling ponds and berms eventually to Clay C.D. No. 3; Dan Bradow to install pattern tile in the NE¼, Section 4, Orwell Township, Otter Tail County, outletting to an area wetland; Scott McCaslin to install a Becker Soil and Water Conservation District (SWCD) designed grassed waterway through an existing gully in addition to a water and sediment control basin in the SW¼, Section 5, Richwood Township, Becker County; and Tony Zurn to install nine Becker SWCD designed water and sediment control basins in the W½, Section 30, Callaway Township, Becker County. All approved permits are subject to the BRRWD’s standard disclaimers and conditions. 

  • Approved a funding request from the Wilkin SWCD to cover the engineering and design costs for four erosion sites in Prairie View Township, estimated to total approximately $5,000 to prepare a preliminary design and cost estimate.

  • Authorized HEI to conduct a survey of a wetland area in Tanberg Township, Wilkin County, to help determine the allowable ditch cleanout gradeline to provide an improved outlet for two proposed tile projects and other existing tile systems and to avoid a violation of the Wetlands Conservation Act and the Swampbuster provision of the Farm Bill.

  • Discussed an appeal of the Clay C.D. Nos. 3, 35, 39, and 65 Findings and Order to install buffer strips on those ditches in accordance with the State Buffer Law.

  • Authorized HEI to revise the water management district assessment area for the Whiskey Creek Enhancement project to remove property in the northwest corner of Section 1, Nilsen Township, Wilkin County.

  • Awarded the Whiskey Creek Phase 1 construction contract to Ehlert Excavating, Inc., Wahpeton, ND, for their bid of $737,220.50.

  • Authorized signature of the Clay C.D. No. 3 repairs construction contract with Northern States Excavating, Inc., Fargo, ND.

  • Authorized signature and distribution of the Environmental Assessment Worksheet for the Glyndon East Tributary Restoration project.

  • Authorized repairs for Clay C.D. No. 39 in the NE¼, Section 33, Flowing Township, estimated to cost $1,500-$2,000. An inlet culvert will be reset and extended to prevent erosion. 

  • Authorized repairs for Wilkin C.D. No. 41 in Section 11, Atherton Township, estimated to cost $6,000-$8,000. The north-south ditch channel will be cleaned to the original grade to remove sediment buildup. 

  • Authorized repairs for Clay/Wilkin J.D. No. 1 in Sections 29, 30, and 31, Alliance Township, estimated to cost $7,000-$8,000. The existing culverts in three field approaches are restricting drainage and will be replaced. 

  • Approved the sale of 0.5 wetland credits from the BRRWD’s wetland bank to the United States Army Corps of Engineers for $50,000 per acre, plus associated fees. The credits will be used to mitigate impacts from the FM Diversion Red River Control Structure on the Minnesota side of the Red River. 

  • Authorized repairs for approximately 31 inlet culvert sites along Otter Tail/Wilkin J.D. No. 2. Funding will come from the remaining Minnesota Board of Water and Soil Resources Clean Water Fund grant for J.D. No. 2.  The Wilkin County Highway Department could start the repairs later this summer. 

  • Approved an offer from the Red River Watershed Management Board (RRWMB) to participate in their Light Detection and Ranging data collection effort in the Red River Valley. The RRWMB offered to include non-member Watershed Districts at their member rate of $125-$150/square mile. 

  • Authorized an application for potential National Water Quality Initiative funding for the Upper South Branch of the Buffalo River project from the Clay/Wilkin County line upstream to Trunk Highway No. 9.

  • Noted that the Minnesota Association of Watershed Districts will hold a meeting in Ada on 6/22/21. Administrator Altrichter and Managers Fjestad and Krabbenhoft plan to attend.
