Bid Awarded for Buffalo River Restoration-Phase 2

At their 10/26/15 meeting held in Barnesville, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), opened bids for Phase 2 of the Buffalo River Restoration Project along the Hawley golf course.  Erik S. Jones, Houston Engineering, Inc., stated that the BRRWD has met with the City of Hawley, the Hawley Golf Course, and the Minnesota Department of Natural Resources (DNR) regarding the development of Phase 2 on 10/16/15.  The Managers reviewed the bid results, and awarded the bid to Sellin Brothers, Inc. of Hawley, MN, with a bid of $244,852.75.  The contractor indicated that they can start construction by the second week in November. 

Other business included:

  • Approval of permits to: Raymond Johnson to create a new north-south ditch along the east side of his farmstead in the SE1/4SE1/4, Section 29, Morken Township, Clay County; Jeffrey Holt to add an 8″ diameter perforated tile line to an existing tile system in the N1/2NW1/4, Section 22, Norwegian Grove Township, Otter Tail County; Clay County Highway Department to replace an existing bridge over the South Branch of the Buffalo River in the SE1/4, Section 9, Alliance Township; Fred Janssen to install approximately 37 acres of pattern tiling in the SE1/4SE1/4, Section 33, Skree Township, Clay County; and Shane Thompson to install seven lines of 4″ diameter tile in the NE1/4, Section 8, Barnesville Township, Clay County. 

  • Noting that an appeal has been filed for Project No. 77, Clay County Ditch (C.D.) No. 51-Lateral No. 3. 

  • Noting that the Wilkin County Highway Department has completed the earthwork on the Whiskey Creek Restoration west of Trunk Highway No. 9 in Section 14, Connelly Township, Wilkin County. 

  • Noting that on 10/26/15, Riley Brothers Construction, Inc. began work on the slope and outlet repair for Clay C.D. No. 11 and should complete the project by the end of the year. 

  • Noting that Ulteig Engineers, Inc. is working with R.J. Zavoral and Sons, Inc. of East Grand Forks, MN (low bidder) on the contracts for Phase 4 of Project No. 49, Oakport Flood Mitigation. 

  • Noting that Olson Construction of Lake Park, Inc. finished their outlet repair work on Project No. 42, Clay C.D. No. 67. 

  • Approved a Final Pay Request and Change Order to Reiner Contracting, Inc. for their work on Project No. 39, Georgetown Levee. The Final Pay Request was for $99,133.38 and the Change Order was for an additional $35,685.41. Olson Construction of Lake Park, Inc. was hired for the final grading for the ball diamond.

  • Noting that Chad Mattson Excavating has basically finished work on Project No. 23, Becker C.D. No. 15 repairs in Audubon Township. He will be coming back this fall to finish site cleanup/debris disposal.

  • Signed a contract with William Nichol Excavating, Inc. for outlet grade stabilization on Wilkin C.D. Nos. 5A, 26, and 22 (Lateral Nos. 1 and 2). The work is part of the DNR permit issued for restoration of Wolverton Creek.

  • Noting that the next Mediation Project Team meeting is scheduled for Thursday, December 10, 2015, at 1:30 PM, in the Barnesville Watershed office. 

  • Approved Pay Request No. 1 in the amount of $14,060 to American Enterprises, Inc. for their work on Project No. 37, Clay C.D. No. 41-Lateral No. 1 slope stabilization.

  • Approved Pay Request No. 3-Final in the amount of $16,918.12 to Johnson Excavating, Inc. for their work on Project No. 34, Clay C.D. No. 41 slope stabilization.

  • Noting that the Minnesota Association of Watershed District’s Annual Meeting and Trade Show is scheduled for December 3-5, 2015, at the Arrowwood Conference Center, Alexandria, MN.

  • Noting that BRRWD Board members and staff met with Cathee Pullman, State Conservationist, Natural Resources Conservation Service, on 10/20/15, to acquaint her with the BRRWD and to discuss possible retention/project funding. 

  • Approved the payment of bills, totaling $216,612.44.
