BRRWD Approves Contract Extensions

The Board of Managers, Buffalo-Red River Watershed District (BRRWD), held their regular meeting on 11/25/19 at 7:00 PM in Barnesville. They approved construction contract extensions for three 2019 BRRWD projects that were delayed this fall due to wet conditions. Dennis Drewes, Inc., Project No. 78, Clay/Wilkin Judicial Ditch (J.D.) No. 1-Improvement, and Sellin Brothers, Inc., Project No. 79, Wolverton Creek Restoration, were both granted extensions until 6/22/20 to complete site cleanup and seeding next spring. States Borders Construction, Inc. was granted a contract extension until 6/8/20 to finish the topsoil leveling and seeding for the Wilkin/Otter Tail J.D. No. 2 outlet repair.

Other business included:

  • Reviewed the BRRWD’s financial status. Cash on hand is $2,379,406. Income since the 11/12/19 meeting totals $19,384.78, including $16,641.88 from Otter Tail County for 2019 property and ditch tax proceeds and $2,742.90 from Janice Getz for the purchase of wetland mitigation credits from the BRRWD. Total income this year is $4,666,042.68. The Board approved payment of bills totaling $208,865.90. 

  • Noting that the Minnesota Land Committee has scheduled a meeting with landowners on the Minnesota side of the Red River on 12/11/19 in the Law Enforcement Center in Moorhead from 6:00 PM-8:00 PM to discuss the environmental geomorphic investigations easements needed for the F-M Diversion project. The majority of the landowners have declined to sign permission forms to allow soil borings on their property. In response, the Land Committee approved a resolution to authorize the Clay County Commissioners to begin eminent domain proceedings on the 15-17 properties needed to gain entry. Some BRRWD Board members plan to attend. 

  • Approved permits to: Philip Rogers for an 18″ dia. x 40′ long culvert in an approach along County Road No. 32 in the SW¼, Section 4, Atherton Township, Wilkin County, and the Minnesota Department of Transportation for improvements for a part of Trunk Highway No. 210 in Carlisle Township, Otter Tail County, including road reconstruction, ditch repair, and culvert replacements.

  • Approved the Minnesota Board of Water and Soil Resources Reinvest In Minnesota Income Contract using Targeted Watershed grant funds in the amount of $52,600 for easement acquisition and restoration of a 10.3 acre parcel in Section 10, Wolverton Township, Wilkin County, associated with the Wolverton Creek Restoration project. 

  • Authorized Erik Jones, BRRWD Engineer, to conduct a hydraulic analysis for a damaged culvert on Clay County Ditch No. 9 between Sections 5 and 6, Kurtz Township, and to collaborate with the Clay County Highway Department on the repairs. 

  • Authorized Jones to work with the Minnesota Department of Natural Resources to prepare a grant application to fund a possible removal of the Silver Lake Outlet fish barrier dam southwest of Hawley. 

  • Noted that the 12/23/19 BRRWD Board meeting has been cancelled. 

  • Noted that the Managers and Staff will attend the Minnesota Association of Watershed Districts (MAWD) Annual Meeting and Trade Show on December 4-7, 2019, at the Arrowwood Resort and Conference Center, Alexandria. The Board reviewed the MAWD 2019 policy resolutions. 

  • Approved the replacement of the office Wi-Fi router and discussed possible upgrades for the Audio-Visual system in the BRRWD Boardroom.
