BRRWD Establishes New Project

At their April 26, 2021, regular meeting held in Barnesville at 7:00 PM, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), approved the Findings and Order to establish Project No. 81, Whiskey Creek Enhancement.  The project hearing was held on 4/7/21, and the Board heard comments from landowners regarding the proposed Wetland Management District (wmd) fee rates.  The Managers agreed to revise the wmd fee to a flat rate of $1.80/acre for all cultivated agricultural land.  Whiskey Creek is a tributary to the Red River of the North located in Wilkin County, MN. The subwatershed is approximately 157 square miles in area and extends from northeast of Rothsay in Otter Tail County flowing through the Red River Prairie eco-region in Wilkin County, outletting near Kent, MN, into the Red River of the North.  The goals and objectives for the restoration project are to improve water quality by reducing sediment and nutrient loadings to the creek, improve natural waterway drainage, improve wildlife habitat along the stream corridor, reduce sediment loading downstream, and reduce the occurrence and magnitude of flood damages to agricultural fields and adjacent residential properties. 

Other Business included: 

  • Reviewed the BRRWD’s 4/26/21 financial update. Cash on hand is $2,191,763.97.  Income received since the 4/12/21 meeting totals $209,876.51, and for the year, totals $943,361.17.  Year to date Accounts Receivables total $14,044,701.38.  The Board approved bills totaling $230,758.33.

  • Approved permits to Hamden Township to raise 260th ST between 170th and 180th AVE and install two lines of 36″ dia. corrugated metal pipe in the natural waterway crossing that outlets north to Becker County Ditch (C.D.) No. 15 in Section 7, Hamden Township; Jay Stenerson to install a field approach/18″dia. culvert in the NE¼, Section 29, Moland Township, Clay County, subject to township approval to work within their road right-of-way, Ollie Anderson to pattern tile the NE¼NW¼, Section 22, Trondhjem Township, Otter Tail County, outletting to C.D. No. 56, to which it is assessed, subject to our standard tiling disclaimer; and Brian Bucholz to install a tile line in an existing ditch in the NW¼, Section 31, Oscar Township, Otter Tail County, subject to our standard tiling disclaimer.

  • Authorized a survey/hydraulic analysis for a possible crossing over Wilkin C.D. No. 7 on the south line of the SW¼, Section 28, Andrea Township, in response to a request from the Township.

  • Authorized staff to prepare the Environmental Assessment Worksheet (EAW) for the Glyndon East Tributary Restoration and to continue project development. Once the EAW process is completed, the BRRWD will finalize construction plans and schedule a final project hearing. 

  • Scheduled buffer hearings for Clay C.D. Nos. 12, 21, 55, 58, and 69 on Thursday, May 13, 2021, at 7:00 PM in the Barnesville office. Notices have been sent to the affected landowners. 

  • Awarded the Clay C.D. No. 10 repair construction contract to Comstock Construction, Inc., Wahpeton, ND, for their bid of $158,400.

  • Authorized signature of the Reinvest In Minnesota easement agreement with Minnesota Board of Water and Soil Resources for a tract associated with Phase 1 of Project No. 79, Wolverton Creek Restoration.

  • Authorized the BRRWD Administrator to sign the Natural Resources Conservation Service (NRCS)/Farm Service Agency Assignment of Payment form so that the NRCS can reimburse the BRRWD directly for the Wolverton Creek project’s Conservation Reserve Enhancement Program seeding costs.
