BRRWD Reviews Several Permits

 

At their regular meeting held on Monday, July 27, 2015, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), reviewed seven permit applications, approving the following: Mattson Brothers, Inc. for tiling in the NE1/4, Section 8, Cuba Township, Becker County; Moorhead Public Service to directional bore an electrical conduit under Clay County Ditch (C.D.) No. 41 in the SE1/4, Section 29, Oakport Township; Jeff Yaggie to pattern tile 246 acres in the N1/2, Section 18, Meadows Township, Wilkin County; Jim Miller to pattern tile the S1/2, Section 27, Nilsen Township, Wilkin County; James Klein Land FLP to pattern tile 60 acres in the N1/2NE1/4, Section 21, Nilsen Township, Wilkin County; Steiner & Sons, Inc. to pattern tile the NE1/4, Section 9, Andrea Township, Wilkin County. One permit application was tabled for Ray’s Lawn Service to extend a culvert under a driveway in Section 3, Oakport Township, Clay County.  The Board set the date for the 2016 budget hearing for Monday, August 24, 2015, during their regular meeting. The Board had a prolonged discussion whether a levy for the Red River Watershed Management Board (RRWMB) should be advertised in the budget hearing notice. The BRRWD has not been a member of the RRWMB since 2002, but has been discussing possible membership. If the RRWMB levy is not listed in the budget hearing notice, it cannot be added at a later date, but can be removed if membership is not renewed. The Board agreed to include the RRWMB levy on the budget hearing notice, anticipating future discussions on this matter. 

Other business included: 

  • Noting that the final hearing for Project No. 77, Clay C.D. No. 51–Lateral No. 3, has been scheduled for August 27, 2015, at 7:00 PM in the Moorhead City Hall Council Chambers. The required hearing notices will be prepared for publication and mailing. 

  • Discussed the hearing that was held on July 21, 2015, regarding repairs that are needed on Project No. 61, Clay C.D. No. 11. The Board reviewed options for the repairs and approved the replacement of the outlet culvert in County Road No. 59. 

  • Noting that native grass seeding has been completed on Project No. 56, Manston Slough Restoration and some other minor repairs will be completed over the next several weeks. 

  • Noting that on Project No. 54, Whiskey Creek Tributaries, the Section 14, Barnesville Township repairs to “east tributary” have been completed. The Board also approved drainage repairs in the northwest corner of Section 14, Barnesville Township. 

  • Discussed the condemnation hearing that was held on July 23, 2015, for a property on Project No. 39, Georgetown Levees. The Judge authorized immediate possession of the property. The condemnation commissioners will view the property on July 29, after which asbestos abatement can begin. The contractor plans to start the remaining work on the project in mid-August. 

  • Noting that the cleanout work on Project No. 30, Clay-Wilkin Judicial Ditch No. 1, is progressing well with more sediment in the ditch than was expected.

  • Noting that the Viewers met on July 22, 2015, to discuss the installation of the required one-rod grass buffer strips on Wilkin C.D. Nos. 5A, 26, and 22 (Laterals Nos. 1 and 2). The Viewers set a value of $6,000 per acre for the right-of-way. The Viewers Report is being prepared and will be presented to the Board at the August 10, 2015, BRRWD meeting. 

  • Noting that the next Mediation Project Team meeting is scheduled for September 10, 2015, with the Fall Tour tentatively scheduled for October 15, 2015. 

  • Approval of repair recommendations for: channel erosion on Wilkin C.D. No. 41 in Section 8, Prairie View Township; channel erosion on Clay C.D. No. 59 in Section 26, Kragnes Township; channel erosion on Clay C.D. No. 32 in Section 18, Elmwood Township; channel erosion on Project No. 70, Crystal Creek Flood Protection; and drainage modifications on Project No. 31, Deerhorn Creek Levees. 

  • Noting that Managers Breanna L. Kobiela, Troy E. Larson, and Peter V. Fjestad were reappointed for another 3-year term by their respective counties. 

  • Approved the payment of bills, totaling $107,344.81.
