BRRWD Sets Date for Staff Transition

At their July 12, 2021, regular meeting held in Barnesville at 7:00 PM, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), approved a motion to transition the office staff to BRRWD employment on 7/29/21.  Since 1980, Houston Engineering, Inc. provided administrative staff for the Barnesville BRRWD office, as part of their annual engineering contract.  The BRRWD’s Administrator, Kristine Altrichter, and their Human Resources (HR) Committee have been working with consultants for several months to accomplish this historic change in Watershed District management and operations.  The Board is confident the public will continue to receive the same excellent service they have come to expect from the BRRWD staff. 

Other Business included: 

  • Approved the 7/12/21 BRRWD financial report. Cash on hand is $2,707,100.50.  Income received since the 6/28/21 meeting totals $127,997.92, and for the year, totals $2,769,913.74.  Expenses from the last meeting totaled $19,721.76.  Current Account Receivables collected this month total $125,475.45 and to date, Account Receivables total $14,201,642.76.  The Board approved bills totaling $251,686.81.

  • Received a 2021 State Legislative update from Pete Waller, Board Conservationist, Minnesota Board of Water and Soil Resources. The BRRWD’s Lower Otter Tail River restoration project was included in the 2021 State budget for $2.3 million. 

  • Approved permits to Gary Johnson for a proposed project to install random tile in existing ditches and low areas on his property in the NE¼, Section 17, Trondhjem Township, Otter Tail County, outletting through a wetland area on his property, subject to working with his neighbor in the future to potentially extend west into the NW¼, Section 17 and to our standard tiling permit conditions; Bruce Nelson to pattern tile the NW¼, Section 27, Atherton Township, Wilkin County, with a gravity outlet into Lawndale Creek, subject to our standard tiling permit conditions; Gerald Zimmerman to install tile in the NE¼, Section 28, Morken Township, Clay County, connecting to a main along the north line of the quarter, outletting directly into Clay County Ditch (C.D.) No. 59 with either an outlet control structure or lift station, subject to our standard tiling permit conditions; Elkton Township to replace an existing crossing with two culverts on a natural waterway through 110th AVE S between Sections 28 and 33, subject to verifying and matching the existing culvert sizing, and a second permit to Elkton Township to replace an existing culvert on the east side of 160th ST S between Sections 22 and 23 with the same size structure.

  • Accepted a $9,676 quote from In Situ Archaeological Consulting, Eden Prairie, MN, to conduct a Phase 1 archaeological survey of 9.2 miles of channel for the Glyndon East Tributary restoration project.

  • Reviewed the survey results for the upper reaches of a Wolverton Creek tributary in Sections 15, 22, 27, and 34, Wolverton Township, Wilkin County. The Board authorized staff to forward the information to the landowners. 

  • Authorized repairs for a slumping site on the west side of Clay C.D. No. 41 near the American Crystal Sugar factory yard in the NW¼, Section 33, Moorhead Township.

  • Authorized repairs for a wooden bridge railing over Clay C.D. No. 58 in Section 11, Elmwood Township, estimated to cost $1,200.

  • Authorized the HR Committee to select new office liability insurance to cover both staff and Managers in advance of the staff transition on 7/29/21.
