In 2013, the Buffalo-Red River Watershed District (BRRWD) requested and was awarded a Performance Review and Assistance Program (PRAP) grant from the Minnesota Board of Water and Soil Resources (BWSR). In April of 2012, the BRRWD was expanded to include additional lands in Wilkin and Otter Tail Counties. The Board of Managers and their staff desire to improve their operational effectiveness and overall performance. An out-of-agency specialist was brought in to examine the current District operations, identify strengths and weaknesses, and to work with the Board of Managers and District Staff to formulate a strategic plan for the Watershed District.
