One Watershed, One Plan Nearing Completion

At their regular meeting held on October 13, 2020, at 7:00 PM in Barnesville, the Board of Managers, Buffalo-Red River Watershed District (BRRWD), discussed the status of our One Watershed, One Plan (1W1P).  The Minnesota Board of Water and Soil Resources (BWSR) Northern Region Committee approved the Buffalo-Red River Watershed (BRRW) 1W1P on 10/7/20.  The full BWSR Board will meet on 10/28/20 to review and consider Plan approval.  Following BWSR’s decision, the BRRW Planning Team will meet to discuss potential watershed-based funding requests for the area.  The 1W1P Policy and Advisory Committees will meet to consider strategies for Plan implementation.  The BRRWD and local government agencies from Becker, Clay, Wilkin, and Otter Tail Counties collaborated to create a single watershed management plan for the BRRW.  The 1W1P will establish clear implementation timelines, milestones, and cost estimates for restoration and protection activities throughout multiple connected jurisdictions within the watershed area and create a more efficient and cooperative plan for water management. 

Other Business included: 

  • Reviewed the BRRWD’s 10/13/20 financial reports. Cash on hand is $2,980,081.82.  Income received since the last meeting totals $2,578.84, and for the year, totals $4,227,936.77.  The administrative disbursements since 9/14/20 totaled $50,635.90, and the total for the year is $334,963.83.  The Board also approved payment of the bills, totaling $179,932.49. 

  • Approved permits to Kirk Watt to replace a 30″ dia. culvert with a larger culvert or an additional culvert in the NW¼, Section 31, Georgetown Township, Clay County, subject to township approval to work within their road right-of-way and to install a 24″ dia. culvert through County Road No. 100 in the northwest corner of the SW¼, Section 31, Georgetown Township; Brian Piekarski to install random tile in low spots on his property, discharging via an existing tile project outlet in the S½, Section 22, Carlisle Township, Otter Tail County, and another outlet into the County State Aid Highway (CSAH) No. 11 road ditch, subject to our standard tiling disclaimer and downstream landowner approval; Shawn Norman to install pattern tile in the SW¼, Section 14, Manston Township, Wilkin County, outletting to Project No. 56, Manston Slough Restoration/Wilkin County Ditch (C.D.) No. 13, subject to our standard tiling disclaimer; and Red River Valley Cooperative Power Association to bore new underground lines from south to north under Clay C.D. No. 69 in the N½, Section 34, Glyndon Township, to replace overhead power lines on the south side of the ditch, subject to our standard utility disclaimer.

  • Discussed a cost-share agreement with Elkton Township regarding repairs/replacement for a Clay C.D. No. 58 crossing through 130th ST S and authorized staff to send a letter to document the agreement for the Township’s review.

  • Held an Executive Session to consult with Attorneys regarding the Minnesota Department of Natural Resources (DNR) permit contested case and Diversion Authority permit denial lawsuits.

  • Approved Change Order No. 1 from Gladen Construction, Inc. for a net contract increase of $47,446.35 for Phase 2 work on Project No. 79, Wolverton Creek Restoration, and reviewed the 10/3/20 project status report.

  • Authorized staff to work with the DNR Red River Fisheries to apply for a grant from the Great Plains Fish Habitat Partnership program. Grants range from $10,000-$50,000 and could be used as matching grant funds to minimize local project costs. 

  • Approved Wilkin C.D. No. 26 repairs upstream of CSAH No. 3 in Section 8, Mitchell Township, estimated to cost $6,000-$8,000.

  • Authorized staff to address beaver control complaints on an “as needed” basis in response to the high level of beaver activity in the BRRWD this fall.
