NOTICE IS HEREBY GIVEN that the Buffalo-Red River Watershed District Board of Managers have scheduled a public hearing on the 2026 general budget and levies for ditch systems and projects under their jurisdiction for Monday, August 11, 2025, at 7:00 PM at the Watershed District office, 1303 4th AVE NE, Barnesville, Minnesota. A summary of the proposed budget is as follows:

Administrative Funds. An amount not to exceed $500,000.00 for general administrative expenses and for construction, implementation, and maintenance of projects of common benefit to the district per M.S.A. 103D.905, Subd. 3.

Basic Water Management. An amount not to exceed 0.00798 percent of the taxable market value to pay costs attributable to basic water management features of projects/programs implemented by petition, per M.S.A 103D.905 Subd. 3. Multiple levies are anticipated for projects/programs, including, but not limited to: conservation programs and practices, education and outreach, water quality monitoring, and other projects/programs of common benefit.

Liability Insurance. An amount not to exceed $25,000.000 for premium costs for such insurance, per M.S.A. 466.06.

City of Wolverton Flood Protection
BRRWD and Metro Flood Diversion Authority (MFDA) have been working in partnership with the City of Wolverton to mitigate impacts from operation of the greater Fargo-Moorhead Metropolitan Area Flood Risk Management Project (FM Area Diversion) in and around the City of Wolverton.
The MFDA and the Richland-Wilkin Joint Powers Authority (RWJPA) entered into a Settlement Agreement in February 2021. This agreement outlines a plan for MFDA and BRRWD to cooperate and work in good faith to implement a flood control project to protect the City against any adverse flood impacts due to the operation of the FM Area Diversion. MFDA and BRRWD have subsequently entered into a Memorandum of Understanding (MOU) that further outlines the roles and responsibilities in regard to the flood control project for the City.

To summarize this MOU, BRRWD is responsible for design and construction of the City flood control project, which includes a levee around the City along with improved drainage. BRRWD is also responsible purchasing property for the City flood control project. The MFDA is responsible for funding the City flood control project, and the MFDA, via the MCCJPA is responsible for purchasing the flowage easements that may be needed outside of the levee.
